Yeah it doesnt change, so change it just manually, its not part of armour or solid part of character that can not be changed and different characters might use different mod souls so that might be the reason it doesnt swap, bigger problem would be if Hollow Souls didn't swap when exhanging all because you cant magically receive them again.

It would be better if the button changed really everything that can be changed for free.

As enzinge said it takes only seconds, also you have to exchange mod souls only when you get new partner/new mod soul and it sometimes beneficial that mod soul doesn't get exchanged so devs should rather focus on more important things

Exchange all has a few bugs, one good and some bad. The tavern partners that had color rank increased, can manually equip hogus of their new color, but they can't take them with exchange all.
