Maybe because he is an event character, but that would not make any sense. I'll look around and see what I can find.

I'm getting it too... egh. I have way more than enough now as well, but it still won't work.

Gives the same message when clicking modify:

From what I know it is a bug. You cannot modify ANY SWP partners. They need to fix it.
