Who should I work on hard focusing for exclusive fragments? I have been working on toshiro but his skill isn't really that great. While bankai yama has an amazing exclusive skill if I can ever manage to upgrade it.

Maybe so but I can't bring myself to take either of them out. Wouldn't know which one to replace anyways.

I rarely get the skill. I just do it for the stat boosts unless their skill is important.

I got him via top up. And yes I was planning on going for kyoka suigetsu or simply waiting for a new thing to show up.

Don't look to get any exclusive skill, rather to upgrade their stats.
Get Toshiro as fast as you can get him, and Byama 2nd fastest.
I'd drop HVI unless you think he has more potential than Byama, in which case apply that^ to HVI.
