It only works in battle so if u r hoping to get a big bp boost from 10%spd on everyone sry...But it only counts in battle

No. Not BP. SPEED. You used to be able to see the increase/decrease in speed when looking at your characters, when taking Oetsu in/out of team.

he meant that it only works IN BATTLE, you won't see a direct speed increase when looking at partner stats
