On the issue at hand. It depends on your setup and your opponents setup whether or not she sucks.

I think they are referring to the fact that kyoka is bugged. For instance, if you watch the recent ToT match between Hayase and Star, Hayase loses because even though he's slower and his kyoka goes off last, which visually clears all debuffs, his Muken is apparently still under chaos and kills himself
