You report them to the PGM of your server, here is a list with the people that are PGMs you would like to contact the one who is in charge of your server:

Thanks. But seriously, though, I need to replace my server's PGM... he's terrible. I EXPLAIN THE GAME TO HIM. I answer everyone's questions about the game when I'm just as new as everyone else. I think I'm going to just go apply in the application thread and post my report there.

I feel the pain as I said S11 PGM is lv 4 and isnt on. We just have to hope the admin see's and something comes of it.

You report a PGM to another PGM and this one will contact the Administrator(s) on skype.
