I'd go for TSI, the only thing I am afraid of compared to Starrk is he seems less bulkier (No HP bond...), but that aside he's better overall. Assuming you are F2P,if you are VIP there are better partners.
No further explanation is needed unless you plan to switch to a formation without vanguard one day...

TSI vs Starrk...

not even a close fight

TSI has CC, fury regen, Higher stats, higher skill damage, better animation, bond with Muken, and heath regeneration mods, ect...

new level 1 TSI vs level 100 exclusive level level 159, max evo, max mod Starrk...  I'd still take TSI all day every day no question

i'm using TSI now, he's 100% worth getting. i was using H.i with exl skill unlocked TSI is way better and i have him T1 with 6th mod already

MY TSI from UBP ^_^ Love it ^_^ i change my stark who is lvl 44 exclusive and ikkaku w/ 54 excluisve and put all to TSI now he is 2lvl away to unlock his lvl 70 exclusive skills ^_^
