Well for one are you looking to make your team around TSI? Cause.. if not then just change most of his mods to block like Devvoke said to do. If you're looking to actually make him a team killer then you need to work on his strength, speed, crit and even hit rate.

For the team killer build, it's a bit more than that but importantly a vanguard needs a specific zanpakuto (Tensa, Senbonsakura, Kyoka for TSI) because of the DMG, 108% on a vanguard is really, but really, low.
As TSI is a speedy vanguard, you can keep the mode 6 pieces of gear. 2/2/2 or 4/2 is a general rule for the vanguard's gears, unless if you can reach the cap of IMM (99%) just with two pieces then you can stay in 6 pieces... but since the Shutara nerf, it's kind of hard.
Edit: Yeah, just with the Mugetsu rank, a vanguard-focused zanpakuto and the Nether set, the vanguard gets 80% IMM (85% with Kyoka), so it's up to you, 2/4 or 6 pieces... I'd test TSI with the full gear of someone's else and see if he is tanky enough in CSB, if no, stay in 2/4.
Edit 2: Totally forgot his talent (12% IMM), that makes a total of 92 or 97%, at this point the 6 pieces is better, you can stay in 2/4 just for the extra ~20% DMG but IMO that's just a cute boost of damage.
