If you are not happy with Moe, just wait for his price to go down or don't buy at all. I don't really think you all want a minor Fullbring character to be the most OP assaulter possible. In terms of characters they've released, I've seen characters with far less use. This doesn't even compare to the Shunko Sui-Feng disaster they made.
There are reasons to like Moe and reasons to dislike, but I see Moe being more for an assaulter-heavy team. Pairing him with other assaulters makes those assaulters better as well. Having ignore invincibility is good for an HVI-oriented team and having high crit rate is good for an Uryuu-oriented team, but there are certainly other possible strategies you could follow. Critical hits are not universally reliable, but it is an interesting halo to play with if you are willing to pay for it. You could try to use Katen instead, but that's not always viable in PvP anymore. Especially by the time the assaulters get to move, the buff could already be cleared away by a Kyoka Suigetsu. I will say if you do use Moe, you will want his exclusives skill. Being able to potentially cut a team's defense in half isn't exactly nothing. I think this character would especially be great for new players with lows stats. Suddenly they have plenty of hit rate and crit rate for all their assaulters when they don't have the stats for it. (They wouldn't have Muken to pair with Uryuu at this point either). If there were more places to use Moe's final mod for 20 rounds, it would be quite fantastic as well.
Not everybody is using Ichimonji either. While it has some fantastic capabilities, it also has its own weaknesses.
