My first guess would be that your daily deduction of prestige for that level is outweighing your daily gain from arena (+any other sources like beauty games or csb if applicable)
Edit: 2nd division captain costs 8,000 prestige a day to hold. 2nd division lieutenant costs 7,000 a day
