I guess I will ditto what some other people have already said but I also understand that you are past the point where simply following the main quest produces a level every time. Vitality will help you level some (trial tower is probably best spending of vit for exp though the hogu are pretty bad from there and you replace them pretty quickly at low levels) but if you are set on saving your vitality then I understand.
Exp that does not cost vitality are as follows:
Experience instance under daily tab: If you want to level than this is a must every day. The exp you get grows with your level as well so that helps. Right now you can only do the level 30 one but once you hit lvl 50 you need to do that one. If you cannot beat the highest one possible at for you at any given level then you need to address that first if you want to level up.Ryoka attack should probably be more priority than Experience Instance but I have never actually calculated how much exp I get from it. That being said, if you play this game and have any commitment then you should be doing Ryoka attack as much as possible. Killing the ryoka does give good exp and items as well (epic material chests are sucky but otherwise...) It also gives you good silver which aids in the upgrading of stats to help you be more effective in events without the levels
Evil Spirits are a little bit tricky. They are definitely a good source of exp and silver but I think it is better for those who can damage them more. As a lower level player you probably won't benefit tons from this but it is still a worthwhile investment of time and not vitality.
Protect Sereitei is an easy click for some exp if you are in a guild (I don't do this enough to really report on how much exp comes from it so sorry about that)
Guild War offers a measily amount but its worth registering for to say the least. (I think its 50k exp and 15/20 coupons just for registering)
With the exception of guild war, the other 4 are your best bet at leveling up. (If you are super dilligent, doing instances every day can give a slight amount of exp though its more worth the souls that they provide for the 1st clear)
One thing to note: You can claim the daily benefit exp rewards even if you particpated in the event the day before. As long as you are not online when the clock resets you can do both the event and claim the daily benefit for some bonus exp
