Momo or Rukia? Which is better for pve/pvp

At the point in the game your deciding between them pve gives better rewards unless your #1 in arena or have a chance to be.  However the #1 in arena wouldn't ask tha question (no offense). So I'd say Rukia as pve should be your gravy zone till level 85ish. Work to kill ryoka. Run a 0-3-2 with 3 hard hitting assaulters and fury building or hard hitting supports. Once you start to one shot them for the first few rounds you can come thank me.  Unless your top 1 in arena. Ryoka and evil spirit should be your only concern (after you can hold 5 in your party anyway which should be quite soon TBH.    People will complain but ignore them. Your server is going to die anyway. Then during the time it is dead keep grinding and working because once you get merged you get put in the shark tank. At that point you will eat or be eaten.  I want from 2nd in arena to 18th in arena after my merge. Got all the top 3 in CSB in my server and TBH they are the only ones I can't beat in arena now...

People may say go with rukia but screw that at lv 80 just go with kiskue and when you hit lv 70 go with haribel or yorichi but for the time being go with momo because she lets you beat people you shouldn't be beating without her

If you're at the point where you must choose between those two, just like MylarHyrule said, I don't think you should be focusing on PvP at all, unless, once again, like he said, you're #1 in Arena. PvE brings much more benefits in general, and that's how you'll essentially grow to be stronger. That said, I'd personally pick Rukia, for the reasons stated previously.

instead of getting rukia work on getting c.orihime from soul cultivation she beats rukia in every single way
attack suport with 120% growthrate
add 30% blockrate and 15% dmg rate to assaulters and vanguard
give heself 100 fury and assaulters 30 fury each round
and for the hogu's later on she is gold quality
