you can say so my friend have mugetsu and ultima ( i played CN before here ) so he allowed me to do the test and there i got the result exactly 27.95% ultima and 20% mugetsu

NP guradian of mist is the strongest anyway

it really depends on how modded they are

because if Mugetsu is fully modded it doesn't really matter if he is slower
