It all depends on the opponent.

In ryoka and evil spirit rukia and momo. In some other pve type fights it's good to have a healer, also in pvp it can be helpful in the lower levels. Rukias only use in PvP is if you have the capability or are working towards the capability of making her turn one fury.

When I was at the lower levels I personally got and used all 3 for different purposes.

I agree with Ilkhiz, it also depends on your level though.

Orihime is the last healer you'll get til lvl 90 tavern so she's worth having.

I got Rukia instead of Momo and she was awesome, especially as not many others in my server were getting her, and she increased the number of times my assaulters could use their skill in a fight so I found her to be an asset.

If you can I'd say wait for Harribel if you want a stunner that hits assaulters, she's better than Momo because she reduces fury as well.

I hate healers personally... so I'd never use Orihime.  Momo is for PvP and some PvE, pretty darn crappy in Events though.  But definitely the best choice is Rukia/Momo of your listed options.  I agree with getting Harribel instead of Momo if possible though.
