Baffled , agility / speed issue

ok guys , i have a problem i have urahara and Yoruichi in my setup, now i want urahara to move first , did alot of changes.
Urahara level 102 : agility 26541
               speed 48617

Yoruichi level 95: agility 22824
                speed 45662

But still in battle Yoruichi moves first , why ????? I'm just balled, missing something , i dont know.. .

but still yoruichi moves first

and now, urahara does move first , phew...

Zanpakutos also give effects causing other chars to move first even though they don't have the highest speed.
