I just use them all the time.... you get plenty for the multiples of 11 anyhow... I'm not clogging my inventory with that crap.

I normally keep 1 stack, use rest to avoid eating up too much inventory room. Working on level 30 skills so, need as much as I can get

I just realized that I need to fortify max sword, belt and shoe before burning silver for reiatsu. haha

You should use them on:
lv 11 > 12, lv 22 > 23, lv 33 > 34, lv 44 > 45, lv 55 > 56, Lv 66 > 67, 77 > ...
