How to make Uruhara become T1?

Hi GUys,

How to make Uruhara become T1?
first ,I only know he need to go first - Speed, and mode him till max. I dont understand how to make him can cast first... 50+20 only = 70
I try to insert 5 fury ( 10% Each )..although he go first.. but he only do normal attack instead of casting skill. Anyidea which part i missed?

u need 60% just from stones
6x 10% will make him cast skill

for urahara is the cheapiest way. U need like 50 or 60 %
