I dont get it , sometime rukia give 30 fury , sometims 45 . I supervised it , but meh nothing came out . Can some1 explain this ?

That is a fury crit from your crit rate. Fury is a % return so you need 100% to start with a Turn 1 skill. That guide will explain the rest

yeah i read that guide its nice . But i dont get this concept . As i said , i supervised to see that if she is givng 45 fury on crticial hit but NO , she was giving 45 even in normal ....somethng totally strange !

just because skill didn't crit u can still get crit on fury
