Can I switch extra attributes between equipment?

So say I have a sword, and its Basic Physical Attack is 700, but it has 1770 extra attack points or whatever its called on it, and I mean the part in the parentheses thats like this: (+1770) next to how much you have. I want to transfer those attack points to a different piece of equipment though. How od I do that?

you use the inherit function in fortify. the level will be lower or higher depending on the weapon grade.
