do u have to have the partners for like example hyorinmaru do u have to have those partners to get his buff

yes, and the buff will only apply to that partner so for example:
Hyorinmaru's buff for 3rd phase on nozarashi restores hp equal to 50% of the attack that round. that buff/effect will only apply to nozarashi kenpachi.

I have another question, shall I materialize zanpakuto to activate parters buff, or I can use another zanpakuto and buff will still active? E.g. I have all attributes in Tengen myo'o at lvl 10 and phase 1 effect for Komamura active, but if I will materialize Kazeshini this buff for Komamura will be still active?

the buff will only apply while having both the partner and zanpakuto in the formation.

All the partners will get the fortify bonus.. just not the extra stuff.
The extra stuff is for zanpakuto/characters related combination's only
