Which partners are best for low VIP players to get?

Imo, anyone from Guild Hero is a great investment and has very good partners and great zanpactos.  most of the bikini girls are quite cheap, and good.  Isshin is OP for the price, and very affordable if you rent to own.  Honor shop has zanpactos you can buy with coupons, so that's always a plus...  am I missing any good and cheap partners or Zanpactos for low vips (under VIP7)

please don't list UBP partners, as anyone can show up on this, and it is impossible to build a party around a partner you plan to get from here...  that event is a crap shoot and if you plan to do it,  save the vit, and wait for the partner/zanpacto your willing to go for...  caution,  Xmas Ichigo did show up here, so when I say crap shoot, I mean crap shoot

I hate Isshin but he´s a good partner if you have the money, also, what kind of partner are you looking for, Assulter, Support, Vanguard?

this post was less for me, and more for others looking to spend money in the game but intimidated by the $1000 partners, thinking that if you want to spend, you need mugetsu or Bankai Rukia.  More to show them that a S+, or SS partner can be a viable, and 1/10th the price partner to look at...  for less than the price of mug, you can get a whole party of event partners and an SSS Zanpacto that make up an amazing team!!  list examples of all three please,  and the events you have seen them the cheapest.  also gear and such as well,  like the last day of bleach gift, the 5th chest has a set of 110 gear with extra goodies for 4500 gold,  by far the best price on that I've seen

topping up 200 gold everyday of the first part of reio guardian is a great way to double gold since you'll get 400 everyday instead of 200. It takes a long time to stack the gold but it makes gold spend only events a lot cheaper.

I also like to work gold wheel,  $25 a day through out the event,  you will average 500 to 700 extra gold plus lately they have had it with Guild Hero, which doesn't hurt anything

Yeah, when guild hero and reio were up at the same time i got hyorin and cute orihime for like $60 something. Definitely good events to combo

any of the bikini girls are good investments as they fit with almost any party and can be used for a long time, especially cute orihime and sexy yoruichi.  isshin is a dynamite investment.  dark rukia can be a cheap substitute for cute orihime and perform the same job.  for zans, sogyo w/cute orihime or dark rukia is a lethal combo and hyorinmaru can help with offensive vans.  low spenders do have a lot of options for partners, they just have to put in the time and research to make sure they will work for them before they buy them.  you also have put in the time and effort to make that partner excel.  

if someone can make free ichigo a devastating partner, then any partner shown the proper care can be useful.
