it's 200 gold top up for 1 point, so 20k gold top up for 100 points and 40k gold for 200 points.

It's only top up, you don't actually use the gold that you've topped up. You keep it and can use it for something else.

Not sure, I think you would need to spend 12k gold in anniversary feast event to get a 12k point partner yeah. But I've never done that event, I think that's how it works. But topping 10k gold would be enough (technically 9231 gold XD) with the 30% rebate one gets.
