Ikkaku is great for pve and ok for pvp, byakuya is great for pvp but is not good for pve. At a low level you are best picking pve over pvp imo but you can do whatever you want, there is no real wrong decision here.

Depends on if you prefer PVE or PVP
PVE Ikkaku
PVP Byakuya
PVP Ikkaku for counter against stacked vanguards
