PvE is the key to becoming stronger. Without PvE PvP wouldn't hardly get anywhere.

So should i not bother aiming for a pvp team to get Shura and Noza ken? (Atleast Shura would be nice) or should i just slowly gather the points (about 100 CSB tokens a month at most for now) and use the partners i have and work on making them better?

It's good to have a PvP Team Setup and a PvE team setup.
When you're about to head into an event put your PvE team in.
Then afterwards put up your PvP.

No Kisuke doesn't have T1 fury and tbh fury stone are next to impossible to obtain without topping ...

You should at least top-up 500 gold for the fury stones in reio, if you don't get them then you may as well forget about pvp because you won't get far without them.  Ubp would be your best way of getting shinso gin a, lol you could hope to get lucky and get the 4 primary fury stones from soul cult.
