My battle power is over 20,000 and im way past 9th squad, but the achivewment that gives me the Tengen Zanpakto says my battle power is still in the 1900s.
I actually had this problem as well. Try refreshing and see if that changes anything (By refreshing, I mean refresh, clear cache, flush DNS). If your problem still exists, I would think that this is a bug.
