How to unlock that one click mop up function ??
It says clear all stages under current difficulty to unlock it.
I cleared it but cant click the function on the next reset day

Actually, it doesn't always fully clear from my experience on the account my friend gave me. Sometimes it only clears up to Stage 12. Anyways, you unlock that 'perk' by buying and maintaining the Shinigami Agent (Costs 1888 Gold for first month). You also unlock some other perks during your shinigami agent status.

Since the change they did where only every 3 has clear conditions, doing the Mop Up makes it so you only ever need to do 1 stage that has clear conditions.  Before it was more annoying when you still had the conditions on every stage and had to do the last 3 instead of last one after the Mop Up.

Beats me, friend's account ran out of agent time since he quit the game and gave it to me. So wouldn't know all of that.

Yeah it's randomly from Stage 12-14 I believe. Sometimes it clears to the last fight and sometimes it's only 12 or 13 (or whatever number the very last 3 are).
