So im gonna top up 6k in the next few days so im just asking if the titles you can get from puzzle are permanent and if they are which one is better.

They are not permanent.  They last 7 days.  Get the stones with points unless you have great stones already, then get the Hogu Talismans.

You can check the title list to see exactly what the titles do and Yoruichi is clearly better. That said, you should not waste points on getting any of them, as they are not permanent.

wow with 6000 i can get 60 hogus  and the title only last seven days thats worthless

They are not worth it at all. Just get 60 stones or 60 Hogu Talismans.

Yea go for the Hogu Talisman. Better than that Title.
And upgrade about lvl 10 hogu with Talisman   ( I suggest speed but u know :/ )

have a tier 11 agility hogu on +9 so then i can get that one done

really the only reason i've ever seen to get them is very early (week 1) in a new server to get a good bonus early on to get a head start on the rest of the server,  after level 85ish the gain isn't close to worth the top up...  and before level 85 even it's a questionable choice to get the title IMO
