Which is the best choice?

depends on several factors...   if your faster and they hit hard enough, choice 1 is probably best, if not, choice 2 may be the better option

Hiki is your "base"
Senju is your fast support, but you need Hiki first to get the speed bond
Oetsu boosts even more your speed and has the great damages especially against god vanguards
Which makes a nice 3-1-1 or 3-2 and Senju is damn good cuz she boosts all supports

Having a vanguard like Ichibe or Kukaku isnt that usefull with Hikifune except if enemy team has : God Yhwach (ignore inv) or if enemy team has also Senju hiki Oetsu etc.. and is faster than you (then having vanguard is kindof "react" team, not "burst" team anymore)
