I believe so, yes...  I know you  can't with white Ichi from CSB, but you can for other partners...  I think Shinso is a yes on that tactic

1-1-3 is better than 1-3-1 IMO, you can easily pull your vang for an extra assaulter for events, which is a nice feature...   Kirinji is a good partner, even if i hate him...  Shun is decent, got a person in my server that rocks him and loves him...  for Nnorilta vs Sajin...  Sajin wins IMO, especially if you work on his block rate...  with all his HP and damage immune, a super block rate would make him wonderful...   If you can get Soph Rangiku she would be better for you as she adds a nice bit of regen for herself and your supports, make her a block goddess on top of that and she should make you very very happy

it depends...   if your looking to give little work to your vang, then yes, Sajin is a good choice (before the upgrade he was a good choice, and the red upgrade isn't nearly a big in game as it looks on paper)  plus if you add a few block mods, he becomes notably better, running a 1-1-3 (assuming you have either a ghost blade or spirit blade main) will make it easier to make Sajin even tankier...  so yes, if your not able to get an event vang, Sajin can and should be the tankiest vang in the game...  once you get high enough in levels, H Ichi would probably be a good upgrade, but Sajin holds his own for sure, and you can start building him up from a low level...  then again I'm a sucker for a stout vang

i like sajin but i dont know cause many said that the 70 lvl vanguards doesnt worth to spent time on them but i saw the hirako of one my friend with 125% block rate(no ichigo) who make him red and stack him and reck everything but i dont know if my sajin can do something like this or be massive vanguard like h.ichi . the only partner i dont what to do with him is the vanguard..
