take a look at the 6th and 7th mod on harribel and you might get a hint on why

20%decrease enemy kido attack
25%chance to give one random ally 100fury when attacking (seems it doesnt need to hit the enemy to work)
she might be phase 1 towards red and have exclusive fragments invested too
