Ideal partners for level 69 below

What are the ideal partners for 69 and below?

Rukia for PVE, orihime+momo pvp, clearing towers etc,  renji is good also, lisa if you are going 1-3-1 with ichigo and attack assaulter skill, tanks depends on your preference I would say. Yachiru is more pvp oriented with her dodge skill. Sado is better for pve because he has better block and monsters in pve has high hit so yachiru dodge isnt that useful. Also rangiku for pve if you donated is good.
Basically all purple partners are good except kaien shiba.
