dodge can be pretty strong in early PvP but either way it will become useless in late PvP, better don't focus on it too much, well if they fixed raijin's 5th mod already (what I doubt) her amount of dodge may be really difficult to handle with but first her hp must be below 30% and it's hard to imagine her surviving after let's say muken's attack

and you probably won't most of people increase hit rate on one partner only to the point where they can hit void bosses with 100% accuracy (320% hit rate), when they achieve that target they start to work on next partners, it's rare to see people relying on dodge on higher level so no one (at least as far as I know) really stacks dodge above that point good for you I guess good luck with your control-based formation, nice to see that someone goes with something different than speed+raw power or tankiness+raw power (eventually tankiness+RJ)

Actually, Im thinking about it, and RJ is pretty much the only thing that can get my Raijin to 30%hp. Mmmm I need to work on it. But of course, i need raw speed so my Raijin goes first.
