thats a toughie and its debateable, but id say its down to ikka and uryuu, but u whould have to put some work.  uryuu has higher % on special but that extra 10% crit rate is crap so i kinda lean towards ikka still mainly cuz of the fury drain. no matter what vg u up against, except noza which doesnt really need to skill cuz hes the fckin block god, any other vg its pretty much dead if he cant skill.  
noza special can silence a random enemy, but even silenced ur partener will still do normal dmg so its a plus,  but if u go against a hard stacked stark, or demon ichi or a normal worked kuka / ichibe, then the fury steal from ikka will be more helpful
so yeah, against aoe vangs id take ikka everytime unless u have a brenji
or depending on what suports u have, byak's exclu skill is also good if get into longer fights with enemys and they got high hp vangs, if u can wipe hes as/sup line fast and rest of fight is ur team vs hes vang, byaks exclu comes very damn handy then

lastly, and this is sumtin u know better since i got no ideea what ur form/zanp is,  see which whould help your formation more on the long run before and after exclu skill, 2x aoe attackers ikka and byak, or uryuu single target and random-ish targer with hes exclu skill
