Can I know which event is the most suitable for buying tier 9/10 hogus?

u can get tier 10/11 hogus in visored revenge by spending coupons and golds.

Don't buy 9/10's. They should be free garbage at this point.

Tier 11/12 only. Only 11 if you have gold partners, otherwise go straight to 12.

You can get 12's pretty easily. Anniversary Feast prize shop is a nice place to get tier 12's since you can get spirit stones, too.
Visored Revenge gives a tier 12 for spending 15k coupons/gold and is often paired with Anniversary Feast.

I think I can buy tier 11/12 in bargain sale which costs 1500 and 2500 gold respectively.

I believe the Tier 12 is the 3000 one while the Tier 11 is the 2500 one.

That's probably the best price for them.
