Not a bug, that's how the formula works. The critical hit increases the damage by 50% :
Normal damage * 1.5 = Critical damage

Have the +20% from enchant ?
Normal damage * 1.7 = Critical damage with enchant

Have both the enchant and that fortification ?
Normal damage * 2.7 = Critical damage with both

Simply simple.
