It really depends. As far as I remember the pack gives a T12 hogu, 50 hogu talismans, 1 covert hogu and idk what else. So if you want to buy it, you buy for hogu. Bankai power gives a T12 hogu for 8k gold top-up for free, Visored Revenge gives a t12 hogu for 15k coupons, or whatever combination of gold and coupons. October Carnival gives a T12 hogu and relative points for 4k as I remember.
So is reasonable to say that is not that bad, but there are places better, Heroic Couple is coming in 1 month and might be a Hogu event. Christmas Carnival had T13!! for 6k points, who might be 3k gold.. So don't rush with the hogu and keep your gold for better investment

no u can get lvvl12 hogu if u rank 1st in ultimate charge with time a 4k top up will assure u rank 1 once everyone dies lol

also to get hogu tals u wait for shinji hirako surpriz gift box u top up 1usd min/5 bucks u trigger boxes where u can buy 3 times one gives 10 for 100 gold i think and the other 12 also for 200 gold thats a good deal
also visord legend once u have 10k coupons around at least
