At what level do partners gain their exclusive skills? [Copy URL]

So for example if you go to ikkaku's exclusive level page, you can see it saying reach level 30 to activate or improve exclusive skill on the top of the exclusive level bar.
And then down in the "hint" section you can see it saying "reach level 10 to activate or improve exclusive skill." So which section is right?

If you hover over the question mark in the exclusive skill screen, you will see this for Ikkaku.
