ive seen some players w/ 4 partners but i can only use 3 . is there any required level to do that ?

not level you need rank you get prestige daily from arena and you use it to upgrade your rank the higher rank the higher partners you can take to battle

what rank do i need to achieve to do that ? my current rank is 10th division llieutenant .

If you check on the ranks it will indicate in the bonuses if you can have four ... then five partners

when you reach 10th division captain you can have 5 partners in your formation. to have 4 you need to be 12th division lieutnant.
