Tired of these hackers ruin this game

I have been in csb since this season started and i have been in top 50 since the start.
There is 1 person I can 90% say is hacking the game but nothing is done about it.

I have higher character level, atleast 4 reiatsu levels above him, have the kenpachi title but I cant beat him.
My gear if full infused to 20 each on all 5 of my partners, maxed out reinforcement, my bp is atleast 50k higher then this guy yet i lose every single time, which is litterly impossible.

Im lvl 92, reiatsu 51, infuse lvl 20, reinforce lvl 92
He lvl 88, reiatsu 47, infuse N/A, reinforce N/A

How is it possible for me to lose when everything i have is litterly higher then him
