it's not that they forgot about her it's just the pre upgraded SWP partners don't get it cuz there upgraded forums will get it. so it'd be kinda useless doing all that work on the pre-upgraded form just to do it again cuz I don't think It would carry over.

you can evolve her, rank her up, but cant bond her in small form. Also not everyone can get het next form because she is top- up only in her mature state. That makes no sense and i hope it gets fixed because i already evolved her and ranked her up 2 stars >.>

it doesn't matter. the mods will carry over for her so if you top up to vip 2 your good. but you have to understand its not a bug or anything. you HAVE to upgrade them to bond them. idk why but it does make sense. cuz for you to get them more powerful or something you need to top up. it's another way for you to be forced to top up no matter what. for me. I don't care as much cuz im vip 1. im quiet content with what im going to get. I don't plan on getting ultima aizen im just going for shin aizen and im good. for me since im close to 100 I can get pantera grimmjow and soo rejin. so im completely fine with what they did. it's just forcing you to top up to power up those you want.
