Very similar with normal soul map.
Soul Map add growth rate & unlock skill; Hollow soul map add additional attribute points directly.

but i read somewere that each partner has his hollow map u have to pay for it ? is free?

Yes, every partners has their hollow map (same with others). It is free.

I said lv70 in US version cause CN unlock at lv72. Nothing to do with servers of EU or US.

It will be same for US and EU server since the server are based on same dev.
