B.Rukia skill says it reduces the HP of the vanguard by 30% each round. Does it mean 30% of the current HP the enemy vanguard has or the whole number?

nozarashi takin 390k dmg a turn if i lived throughout the fight
once she skills VG is basically dead since it last 3 turns and by then she would jus skill again
