Probably when many worlds are at world level of 120, that shows the average of the world level (Quite self explanatory)
But it might only consider active players or something, idk how the system works, or it counts everyone but on how far they've levelled up as a whole server on average
P.S I haven't seen a world level with lvl 120+ yet, so wait for a couple of worlds to lvl up further, then you'll get the items
