What should my next move be? I'm at a standstill on what my best bet to move up would be. I don't really want to top up anymore either.

Get kenpachi as soon as possible.  Helps more in pve

BESIDES THE ONLY WAY TO REPLACE YOUR SUPPORTERS TO GET BETTER ONES IS TOPPING UP UNLESS YOU LIKE GET RETSU AT LV90 TAVERN AND SWITCH HER WITH D.RUKIA WHEN DOING PVE
ALSO YOU WONT NEED A VAN IF YOUR TOSHIRO IS GOOD TIL 100 OR 110 DEPENDING ON IF YOU WANT STARRK OR HOLLOW ICHIGO

You should be aiming to get t1, if you don't have it you will get destroyed in pvp when you gain more strength in the later levels.  I would replace ikkaku with Yama from the new exchange shop in cultivation, and get tavern urahara or a Shinso Gin to replace dark rukia as fury giving partners, because she does not give your supports fury and that is important.  For the 4k gold I think they do some sort of valentine days event so I would wait for it, if there is nothing good then get a level 100 ultimate set from discount frenzy, any set under level 100 is a waste of gold imo.
