Are self-healing mods broken?

Are self-heal mods supposed to be immune from healing reduction skills?  I noticed that TSI still was healing for full amount after being hit by Bankai Rukia, so today I tried my Delicate Yachiru's and it did not work either.  I don't have BR's of any other with healing, so I'm not sure if any others are like this.

Here is a BR with Yachiru's skill not reducing the amount he heals for.  This one goes the full 20 rounds since Yachiru prevents TSI from attacking with disarm.

decrease healing debuff wont work on heal-mods that are based on max HP, such as TSI,Yhwach and Kukaku

To extend what rythen said a little bit, from what I've seen any heal that's based on hp amounts isn't reduced at all by those skills. It's only attack based heals that get reduced.

Thanks, I wonder if they are supposed to be immune from that or if that is just the way the mods are working.

When I have tavern Yachiru out at the same time, Delicate Yachiru looks smaller.  It might be the clothes, but Delicate Yachiru looks very small to the tavern version.  If I ever get the pink reincarnation effect for Delicate Yachiru, I think it will look better on her.

Yeah, his TSI is a beast.  I have to use Bankai Rukia to kill him now.  When his TSI used his skill, Mayuri's aid kept Yachiru alive.  He wasn't able to attack after that since Yachiru kept disarm on him.

There are a few other TSI's in my CSB that are pretty tough, but n00b's is a beast.
