It really depends on how you have the rest of you team setup.  She is fast, has a very weak skill and buffs assaulters.  She would shine most with strong assaulters to get the most out of her skill and being second fastest on your team behind a supporter that can hit harder than she can, like Senju.  

The problem with her being the fastest is, she probably wont kill anyone on the other team with her weak damaging skill plus her skill doesn't disable or remove fury from the other team.  So if the other team's fastest partner is faster than your second fastest, they will have a higher chance of wiping out your assaulters before they can benefit from the damage and combo buff Isane gave them.  If you have Isane second fastest to Senju, then Senju might wipe out their supporters allowing Isane to skill and buff your assaulters.

I can't really think of a good setup she would fit in with, unless you had a team like mine that wasn't stacking 1 partner and had all partners strong.  Maybe something like Senju-Isane-Yhwach-Koga/Toshiro would be the best setup for her.

if you're looking for a great assaulter buffer then you're in luck. She is hands down the best in that regard and works best in 2-3-0 or 1-3-1. that being said if you're looking to get her because she has the highest agility growth rate and wanted to use her for pvp then I would highly advise against getting her. Her skill only does 80% aoe so she's not likely to one shot any decent team and her skill doesn't do anything like reduce enemy fury or give invincibility to help your team tank the enemy's attack. However, I would like to see a Sexy Kukaku/Ryujin Jakka/Noble Isane team with full mods on isane and kukaku just to see how tanky they'd be XD
