Shunsui Kyoraku tier 6 modify

Hi. I took tier 6 modify on Shunsui Kyoraku that adds 10% speed to all alies, but after that nothing changed. All my partners have same speed as before. Can you tell me why? Is it bug or it doesn't work like that?

that speed is a halo, i.e. it is active in battle but you don't get a battle power boost from it.
You get that 10% speed boost when in a battle.

There is no required level bro
You just need the adequate fragments

It's calculatng from base speed or speed with all bonuses?
And is it boost him self?
