With all of these changes, which assaulter is better for both PVP and PVE? Ikkaku still? or Byakuya?

Go first for ikkaku untill you have enough ex skill frags to get byakuya ex skill, with ikkaku you will get more silver and exp from pve events, after you get enough ex frags get byakuya to his ex skill and you can use them both in pve

Around 5.8k something like that but its worth it, with him you will have pve/pvp partner and his death skill is great for void too later in game

Collecting the exclusive fragments to level a partner to 30 takes some time, and your Es and Ryoka would suffer due to this.
I suggest you get Ikkaku at level 80 and use him as your money maker continuing to save exclusive frags for byakuya at this time.
Then when you get the sufficient exclusive frags to get Byakuya Exclusive Level 30, recruit him and upgrade him to red quality(when you have enough red reishi).
Then you would have to get him his bonds and upgrade him. You can learn how bonds work I believe as there are several Bleach Online Youtubers.
I also suggest that you save any/all Universal Modify Fragments that you get from events to Modify Byakuya.
Byakuya's 5th mod which is a death mod is very useful in the daily activity known as Void.

Unless you can unlock Byaku's exc skill, then go for him first! But Hori is right, Ikkaku does a fucking great damage on PVE events (mainly on ryoka).

i play  with byakuya .hes good pvp and not so good pve .for pve u need to modify him ,made him red and get his exclusive.byakuya is the best if u will upgrade him .
