If you bought the initial set for 36 gold then buy the set again for a total of 250(?) it DOES count towards it, I did it myself and got nanao. She is certainly worth it as she provides a good buff to assault. As for the sets being worth it they will easily last you up until 60, at which point you will be transitioning into the shadow kill set which you can forge. But If you wanted to save silver you could use them to 70 with no issue. Well worth.
