Actually, that is just a "waste of fury" by using them both Urahara and Rukia you will lose some damage.
Let me explain myself with orange and apples.
Let me say your event formation is the next one:
Urahara - Rukia - Main - Ikkaku - Renji or Ken.
First of all you need to set up the correct speed for partners of it will be more wasting of fury.
Urahara gives 25 to all partners, meanwhile Rukia gives 30 to assaulters. Total = 55 extra fury. As long as they don't do a crit attack, if they do they will give 45 + 37 = 82 extra fury. Remember that, it is the key of the waste of fury.
Now, by doing normal attack, your assaulters will still need to do 1 more attack to fill the fury up, so it emans they will do 1 normal attack and 1 skill attack.
Now by doing crit attack, your assaulters except Ikkaku will have to do the same 1 normal attack then 1 skill attack, Ikkaku has the increase 25 fury after skill attack, he is the only one who can do skill attack continuosly as long as supports do crit attack and give him the max amount of fury.
It won't happen all the time so you will see that some time your final dmg is high other is lower than normal.
How to fix that? Good question:
I'd rather to use the next event formation:
Rukia - Ukitake - Main - Ikkaku - Ken (in my case)
Ukitake is a good support dmg dealer, so it will help you to do more final dmg, of course the higher dmg stones should be on him not on Rukia.
I've done to many tests and that are my finds. It is just as advice you are free to take it if you want.
